Routers

A router does what it says, it routes ports and IP addresses. In addition they can have a Modem integrated in them as well as a wireless access point if you require it. They all have a 4 port switch/hub so that you can connect four hard wired network devices, i.e. a computer or a camera.

You can connect your camera direct to a network or NIC card. However this will only allow you to use the one device such as a camera on that one machine. However to connect the PC and a Camera to stream Video on the internet you will need a router. You can look upon the router as another computer that controls other computer devices.
